General Reforms

Term limits:  Will work with Fort Wayne City Council and the Indiana State Legislature to effect term limits for the Mayor’s Office that mirrors State-imposed term limits for other local elected offices.  Inspired by Democratic Mayor William Hosey, the proposed term limits would limit any future Mayor from seeking more than two 4-year terms in a 12-year period.  (2/7/2019) (Inspired by the Tom Henry campaign and former Democratic Mayor William Hosey.)

 

Voluntary Pay Reduction: Will work with Fort Wayne City Council and the Indiana State Legislature to effect a voluntary salary reduction for the Mayor of Fort Wayne, such that the salary is no lower than the highest paid County executive (County Commissioner) and no higher than the salary of the Governor of the State of Indiana.  Any part of the Mayor’s wage salary in excess of the Governor’s wage salary will be returned to the City’s General Fund to be used, at the Mayor’s discretion, for either debt reduction or public safety equipment procurement. Municipal Campaign Spending Caps:  Will work with Fort Wayne City Council and the Indiana State Legislature to effect local campaign finance caps of $10,000 per City Primary and City General Election, similar to what is already imposed on other local elected offices.  The proposed caps do not limit the amount of campaign contributions accepted, but instead focus on the amount of campaign contributions that can be spent.  (2/7/2019) (Inspired by the campaigns of Tom Henry, John Crawford and Tim Smith.)

 

Deputy Mayor and Succession:  There will be no Deputy Mayor until Fort Wayne City Council creates the position of Deputy Mayor, assigns the position duties and responsibilities, and creates a proper line of succession.  In the event that City Council does not create the position of Mayor, the line of succession will be recognized as the City Clerk taking over for the Mayor in the event of mayoral absences, which is currently outlined in State statute.   Any duties normally assigned by the Mayor to a Deputy Mayor will be assigned to either a Chief of Staff or other similar position, but there will be no right of succession for these positions.
